Board of Selectmen Minutes
January 17, 2006
Chm. Ryan convened the meeting at 7:00. Present: Alan Ryan Chm., Michael Collins, Louis Arcudi Selectmen; Eugene Phillips, Lisa Pedroli, Eugene Costanza Police Chief; Donald Martin Police Officer; Kenneth Belben, Scott Garland Fire Chief; Robert Goss, Angelo Rosati, Thomas Haynes, Janet Jacaruso Town Clerk, Michael Diorio, Pat Lalley Milford Daily News and Artie Maggiore videographer.
The Board of Selectmen finished signing Chapter 90 papers for the Highway Dept.
The Selectmen discussed two pieces of correspondence regarding residents interests in serving on the Zoning Board. Mr. Louis Costanza and Kenneth Piercesaw have show some interest on serving on this Board and the Selectmen will keep their names on file for when an opening arises.
MSDV to appoint Theresa Ryan to the Hopedale Historical Commission.
MSDV to appoint Kenneth Belben as Reserve Police Officer. Mr. Belben has been a part time public safety dispatcher with the Police Department for the past 12 months and Chief Costanza feels he has shown a sincere desire to become a Police Officer.
Resident Robert Goss, an abutter to 198 Dutcher Street, voiced his concern regarding Thomas Haynes, the Chairman of the Zoning Board. He would like to see a new chairman step up who is a resident of the Town of Hopedale. He would also like to see some consistency on the implementation of By-laws because he feels this is not being done. Chm. Ryan will take this concern under advisement.
MSDV to appoint Louis Costanza and Kenneth Piercesaw as alternates to the Zoning Board.
MSDV to approve a liquor license for the Hopedale Unitarian Church for January 27, 28, and 29 2006.
Mr. Michael Diorio, a trustee of the Bertonazzi Foundation, informed the Board of a contest going on in surrounding Towns concerning the number of voters coming out in this year’s election. A Citizenship Award will be presented every two years to the Town that has the highest ration of voters, the winning Town will receive a banner, an engraved plaque and $1,000.00 will be given to the Town Clerk and Board of Registrars to aid them in the registration process.
Under old business Mr. Robert Brescianni spoke regarding his interest in purchasing a piece of property from the Town on Cook Street. Mr. Brescianni would like this piece of property in order to build a house but the Selectmen are hesitant because of the new by-law that was just passed at Town Meeting discouraging builders to do this. They feel if some type of restrictions could be placed on the sale of the property they could possible think about it but Mr. Phillips also informed the Board that this is tax title land and there are certain rights to dispose of this property. Mr. Brescianni has been asked to approach the Planning Board to get their thoughts on this and then get back to the Selectmen.
Fire Chief Garland had a presentation planned but asked to pass over for tonight but would like to bring to the attention of the Selectmen the poor condition of the roads located in Harmony. Currently it is up to Green Mill to maintain the roads but the Town was sent out to sand because when the Fire Department was call out to a few calls in this neighborhood they felt they were in poor, dangerous condition. The Selectmen would like a call to be made to Mr. Boardman to inform him if the roads are not properly maintained the Town will be sent out to sand them and will charge him accordingly.
Mr. Phillips updated the Board on the progress of the quotes for the cell tower. Mr. Carroll of the Finance Committee has contacted a few companies but has not received a response from all of them. Mr. Phillips recommends the Town sends out a final RFP and take the highest bid, but the Finance Committee is recommending the Town not go through with this and just continue to take the revenue from the cell tower. Mr. Ryan said they will meet with the Finance Committee and render a decision after that.
Tom Haynes discussed with the Selectmen defense of ZBA actions during the past several years. Mr. Ryan feels Mr. Haynes has done a great job for many years but thinks the Board needs to be reorganized.
