Board of Selectmen Minutes
May 15, 2006

Chm. Ryan convened the meeting at 7:00 pm.  Present: Alan J. Ryan Chm., Michael E. Collins, Louis J. Arcudi Selectmen; Eugene Phillips, Lisa Pedroli, Chief Garland, Joseph Sweet, David McMorrow and Artie Maggiore, videographer.

Chm. Ryan discussed some correspondence:
·       A memo was received from Comcast discussing changes for customers who were originally signed up with Media One and now have services with Comcast.
·       Mr. Phillips received an invitation to the Memorial Day Program at the Elementary School on May 16, 2006.
·       Chapter 70 monies are down $40,000.00.  Mr. Phillips will be speaking to Sen. Moore regarding the decrease.
·       Discussion regarding a letter from Berry Insurance regarding certificate of insurance for the Hopedale Country Club.  Mr. Phillips will be soliciting for a new certificate to properly cover the Country Club.
·       Senate Budget Plan will be giving lottery money back.

Congratulations were given to Michael Collins for winning the election for Selectmen.  MSDV to nominate Alan Ryan to remain Chairman of the Board of Selectmen.  Chm. Ryan also congratulated Rich Breese for winning the election as a write-in for the Parks Dept.

Rev. Dodge is seeking permission to put a sign up at the corner of Hopedale and Mendon Streets.  Mr. Phillips will be sending a letter to the Road Commissioners indicating the Selectmen have given their approval subject to approval from the Road Commissioner regarding any sight issues.

Resident Mandy Barrows came before the Board requesting to purchase a parcel of land behind her house located between Cross Street and Mendon Street.  She has concerns with trash and yard debris being dumped on the lot.  The Selectmen asked Ms. Barrows if she would be would be willing to leave the land with the Town if they agree to clean up the property.  She was happy with this and it was decided that the Selectmen will take it under advisement.

MSDV to name Judge Francis J. Larkin as the Memorial Day Director.

MSDV to grant exterior seating for Oregano’s Pizza.

MSDV to close the Special Town Meeting Warrant.  Chm. Ryan reminded everyone of the Annual Town Meeting scheduled for Tuesday May 16, 2006.

There was some discussion regarding Tri-Valley Contractors and their dealings with Town Building Inspector Michael Tusino.  The Selectmen feel Mr. Tusino is taking the proper steps regarding issuing permits and feel is his fulfilling his duties as Building Inspector.   Mr. Goodwin is asking the State to insert someone else between the Building Inspector and the Town and Mr. Phillips is waiting for the outcome.

MSDV to raise the insurance to 70/30 for all non-union employees.

Chm. Ryan would like to have a few letters sent out regarding the safety of the Draper Complex.  He would like one letter to be sent to the State Fire Marshal and State Building Inspector to insure we are taking all the proper steps in keeping the Town safe and the other letter would be supporting the Committee for the work done in getting the building secure because of its close proximity to residential dwellings.

Benjamin Franklin Charitable Foundation made a donation of $621.00 to the Board of Health for the purchase of a handicap accessible picnic table to be used at the Hopedale Pond.

Mr. Phillips reviewed a few of the Annual Town Meeting motions with the Board.

Building Inspector Michael Tusino informed the Board that the State Building Inspector will be visiting the Draper Building this week, Thursday May 18, 2006 at 3:00 pm,  regarding the demolition permit for the boiler.  Chief Garland would like to have a fire watch on hand during the demolition or coordinate with the Water Dept. to have stand pipes on Hopedale Street providing sufficient water supply in case of an emergency.  The Board agrees with these suggestions and waits for a final decision to be made.
