Board of Selectmen Minutes
July 10, 2006


Chm. Ryan convened the meeting and moved into the agenda.  Present: Alan Ryan Chm., Michael Collins, Louis Arcudi Selectmen; Eugene Phillips Town Coordinator, Jim Carroll, Colleen Strapponi Finance Committee members; John Schreiber, Vincent DeMeo, Carol Winters, Carol Whyte, and Artie Maggiore videographer.

The Selectmen signed papers to certify the use of $90,000.00 of Chapter 90 funds.

Mr. Collins would like Mr. Phillips to send a letter on behalf of the Selectmen to Mass Highway regarding the speed limit on Mendon Street.  This request was in response to a letter with the same information written by Chief Costanza.

The Board accepted a verbal resignation from Ross Mazzarelli from the Zoning Board of Appeals.  Mr. Mazzarelli no longer resides in the Town of Hopedale and is unable to remain on the Board.  The Selectmen thanked him for all the years he served on this Board.

MSDV to reappoint Barry Feingold, Mike Ruane, Gabe Ruane, John Larkin, Paul Tonelli, Rick Mei, Scott Garland, John Gagnon, Robert Bird and add Louis Arcudi to the Draper Reuse Committee.

MSDV to appoint Mary Arcudi to the Zoning Board of Appeals.

MSDV to transfer surplus funds from various accounts to offset the deficits in other various accounts totaling $88,611.00 shown in the attached statement.  This vote was unanimous by both the Board of Selectmen and the Finance Committee.

Mr. Phillips updated the Board on the situation regarding the gas tanks at the Highway Dept.  Three bids have been received ranging from $19,000.00 to $22,000.00 to repair tanks with signs of water infiltration. A transfer from the Reserve Fund from the Finance committee has been approved for the work to begin.

The Board of Selectmen signed the necessary paperwork for the purchase of the Noferi land.  

The Selectmen are proceeding with the Mill Street Bridge land taking.  The State will be going out to bid around August 5, 2006 and the land taking from Mr.  & Mrs. Burns, M.C. Machine and owners unknown will be completed by then.

Mr. Luce of the Hopedale Country Club has submitted a letter the Board regarding expanding the course another nine holes and building over 55 housing.  At this time the Selectmen wish to invite members of that committee to the next Selectmen’s meeting giving both parties a chance to ask questions.

MSDV to accept the Clerical/Laborers Local 1116 contract.  Mr. Phillips reminded the members that although the contract has been approved and the MOA signed, the funding is not in place yet.  A funding article will be required at the next Special Town Meeting tentatively set for October 24, 2006.  Everything including salaries will be retroactive to July 1, 2006.

Mr. Phillips informed the Board of the issues that occurred with Blue Cross/Blue Shield when the transfer from MIIA to Self Funding occurred on July 1, 2006.  Incomplete member lists from MIIA contributed too many Health Insurance policies not being renewed.  Blue Cross/Blue Shield have since corrected the errors and updated their member lists.  All policies were retroactive to July 1st.
