Board of Selectmen Minutes
September 5, 2006


Chm. Ryan convened the meeting and moved into the agenda.  Present: Alan Ryan Chm, Michael Collins, Louis Arcudi Selectmen; Eugene Phillips Town Coordinator, Lisa Pedroli, Chief Costanza.  See attached list for additional attendees.

Rep. Marie Parente and Sen. Moore presented the Town with a check in the amount of $250,000.00 to be used to pay for a study of the Hopedale Pond.  Many residents have voiced their concerns about the weeds there. Rep. Parente and Sen. Moore would like to see the pond restored to its full beauty and potential use.  Sen. Moore will be setting up a meeting with the DEP and possibly members of the Conservation Committee to determine what the study should cover and to make sure the concerns of the residents are met.  Mr. Ryan also thanked Rep. Parente for her letter regarding supplemental budget for the Town of Hopedale with $16,000.00 for the traffic lights at Hopedale Street, $100,000.00 for the flood damage, and $250,000.00 for the study of the Hopedale Pond.

MSDV to appoint to James Falcone as part time dispatch to the Hopedale Police Dept.

Michael Ruane, Chairman of the Draper Reuse Committee presented their second Interim Report to the Board of Selectmen.  Some topics contained in this report are: Mission Statement, Introduction, Property Definitions, First American Improvements to Date – Main Factory, Current Owner Initiatives, Ongoing Community Cooperation by First American, Impediments to Re-use and Development, Recent Committee Initiatives, Opportunities for Redevelopment, and Preliminary Committee Recommendations.  MSDV to accept the Interim Report from the Draper Reuse Committee.

The Selectmen signed a proclamation for comedian and former Hopedale resident Dana Gould and wished him a Happy 30th Birthday.

Mr. Phillips informed the Board of some paperwork he received from the State regarding the Mill Street Bridge.  It has been decided that the State will cover the entire cost of replacing the bridge instead of using federal funds.  The State requires paper work to be signed by Mr. Phillips and the Chairman indicating that the required parcels or areas have been identified and all right of way issues have been properly addressed.  Chm. Ryan signed the necessary paperwork and Mr. Phillips will forward it to the State at which time the bidding for the work should begin.

MSDV to grant the Hopedale Unitarian Church a one day liquor license for September 30, 2006.

MSDV to approve a Common Victualler License for Green Mountain Chocolate which will expire on December 30, 2006.

There was some discussion regarding the parking situation on Inman Street.  Currently there is only parking allowed on one side of the street and a resident feels there would be more spaces available if they switched sides of the street.  The Police Dept. has investigated the situation and feels it should remain as is unless more residents find a problem with it.

Wireless Capital Partners and Unison came before the Board one last time to present them with their proposal for purchasing the Cell Tower Lease.  WCP proposal is for $465,000.00, 25 year lease with no easements and the Town would maintain control of the third site.  The Unison proposal is for $550,000.00 for 50 years, 50/50 revenue share for the third site and would require a wireless easement.  The Selectmen indicated Unison’s duration was much too long at which Unison agreed to shorten it to 35 years.  After much discussion a decision was arrived at.  MSDV to accept the offer from Wireless Capital Partners.

The Selectmen discussed some correspondence:
·       Affordable Housing, DCHD states the Town of Hopedale is at 4.68% including a some DMG Group Homes with a goal of 10% - Mr. Phillips will also look into the DMG Group Homes number
·       Chairman Ryan discussed the NStar outreach program for low income families.
·       Selectman Arcudi discussed ground signs as violations of our zoning bylaws.
·       The Selectmen would like to sign a United Nations proclamation.  Mr Phillips will have it available the next day for signature.
