Board of Selectmen

Chm. Ryan convened the meeting and moved into the agenda. Present Alan Ryan, Michael Collins, Louis Arcudi Selectmen; Eugene Phillips Town Coordinator, Lisa Pedroli, Jack Farrar, Susan Palmer Howes, Liz Lerner of the School Committee, Patricia Ruane Superintendent, Sandra Biagetti, Mr. and Mrs. Walter Swift
MSDV to accept minutes for August 21, 2006 regular and executive session and September 5, 2006 executive session.
Chm. Ryan signed paperwork from Civil Service required for Chief Garland to fill a vacant position at the Fire Station.
MSDV to accept Chapter 90 funds and sign the necessary paperwork for $54,400 in pre accepted work by Mass Highway.
Selectmen Ryan read a letter from Mrs. Duffy thanking the Police Dept. for helping a friend in need. A letter from Mary Bacon was also received thanking the Town for moving a sign on the corner of Hopedale and Adin Street.
Chm. Ryan discussed the speed limit on Route 16 where the new homes have been built and the danger these residents will be facing while backing out onto the roadway. The state has received a letter from the Selectmen requesting the speed limit to be dropped but this request has been denied. The State feels the speed limit is not the concern but the access that was granted to the roadway. They would like to see the Town Boards work together in future planning and possibly look into changing some by-laws. Selectmen Collins would also like to voice his concerns about the safety issues at the intersection of Hartford Ave and Route 140. The Planning Board is in the process of reviewing plans for a Dunkin Donuts to be constructed. The Selectmen feel the Planning Board must take into
consideration the safety factors and wait until the State works on the intersection to see if the issues are resolved.
MSDV to appoint Chief Garland as CMRPC Disaster Mitigation delegate for the Town of Hopedale.
MSDV to appoint Sandra Biagetti to the Zoning Board of Appeals.
MSDV to open the Special Town Meeting Warrant scheduled for Tuesday October 24, 2006 at 7:00pm. The warrant will remain open until Monday October 2, 2006.
MSDV to allow PACE to have the one mile Fun Run. The Selectmen reminded everyone of the Day in the Park scheduled for Saturday September 23, 2006.
Chm. Ryan also reminded residents of the election on Tuesday September 19, 2006 and urged everyone to vote.
Rick Espanet of the Chairman of the Park Dept. came before the Board regarding the open space located in Harmony that Eastland Development has offer to the Town. The Field Search Committee would like to move forward with its research on the plans for the development and would like to take advantage of the offer from Eastland and have them begin to grade and prepare the land before it is given to the Town. The Board of Selectmen would like this committee to work in unison with all Boards to determine the best possible usage of the land. Mr. Espanet asked the Selectmen to further investigate a clause in the Draper Ball Field deed stating the land should be made available for Recreation. The Parks Department would also like to review a parcel of land off Lapworth Circle put aside in the past for
ball fields.
Mr. Swift came before the Board with some issues regarding difference in opinion between him and the Board of Selectmen regarding the Canadian Geese issues. He has completed some research and feels there are other ways to control the problem and would like to share them with the Park Department. Mr. Swift requested the Parks Department cease the shooting until he can sit with the Parks Commissioners. Mr. Espanet has invited him to attend the next meeting scheduled for Wednesday October 4, 2006.
Members of the School Committee along with Superintendent Patricia Ruane came before the Board to discuss the deficit in the School Lunch Program. They feel the problem began with the Oil Spill in 2004 causing the cafeteria to shut down for the duration of the FY05 school year. They attempted to put in place some control measures which ultimately didn’t work. This year they have raised prices and will monitor the activity monthly. The School Committee will present a warrant article to see if the town will cover the deficit at the next town meeting on October 24. Also addressed was the “bridge” developed by Unis and Vadar which will transmit data from the school accounting system directly to the Towns system, VADAR. Superintendent Ruane will try to get this back on track
from the schools perspective.
With no further business before them MSDV to enter into executive session not to reconvene.
