Board of Selectmen Minutes
November 6, 2006


Chm. Ryan convened the meeting at 7:00.  Present: Alan Ryan, Chm., Michael Collins, Louis Arcudi Selectmen; Eugene Phillips Town Coordinator, Lisa Pedroli, Police Chief Eugene Costanza, Matt Lynch of the Milford Daily News, Michael Ruane, Ted Carman, John Abimerhi, John Larkin, Carol Whyte, Chad Boardman and Logan Huffman of Eastland Partners, Artie Maggiore, videographer.

Chairman Ryan reminded the residents of the Special Town Meeting rescheduled for Tuesday November 14, 2006 at the Hopedale High School.  He urged residents to attend.

The Selectmen discussed a few pieces of correspondence:  
·       The first letter discussed was one received from a resident inquiring about a business being run out of a home on Route 16.  It appears when the permit was pulled there was no mention of the business, Mr. Phillips will speak to the Zoning Enforcement Officer regarding this issue.  
·       There was also some concern regarding a possible boarding house located at 96 Freedom Street.  The Fire Dept. and Health Agent have both visited this property and these concerns will also be passed along to the Zoning Enforcement Officer.  
·       There was a discussion regarding a boat being stored on a piece of property on Westcott Road.  Mr. Phillips discussed this situation with both the Conservation Comm. and the Parks Dept. and it has been decided that Mr. Phillips will draft a letter to the owner of the boat on behalf of the Conservation Commission requesting they move it.
·       Sel. Ryan had some concerns regarding a quote that was received for the painting of the patient compartment for the town Ambulance.  Mr. Ryan feels the quote of $8,000 is too high and would like to get another bid.
·       The last piece of business of concern from the Selectmen is the sale of a car on the front lawn of the business park located on South Main Street.  The Selectmen would like residents to be aware of and abide by the Town By-laws.

MSDV to accept a letter of resignation from Frank Caccavelli of the Conservation Commission.  Mr. Phillips will be forwarding a letter of thanks for his time dedicated to the Board.

MSDV to grant Hopedale Unitarian Church a one day liquor license on November 11, 2006, from 10:00 a.m. to 2:00 p.m. for their annual Kris Kringle Fair.

MSDV to grant a bid to Grace Quality Used Cars located at 945 Lincoln Highway TOWN??,PA, for the surplus 2001 Police cruiser in the amount of $2,367.00 and the 2000 Police cruiser for $1,867.00.  This was previously advertised on the central register.

Chief Costanza informed the Board of Selectmen of a Police Memorial that will be erected adjacent to the Police Dept.  The Chief has received $7,000 from anonymous donors for the memorial and John Swanson of New England Natural Landscaping is donating his services for the construction.   Upon completion of the project the Chief would like to hold a ceremony for all to attend.

MSDV to open a public hearing to discuss the request of a liquor license for Grape Expectations located on Hartford Ave.  Applicant Mr. Abimerhi advised the board of his intentions for the business and Mr. Phillips indicated that the abutters were notified of the hearing if any questions concerning the business needed to be discussed.  Chief Costanza would like to be informed of the hours of operation for the business; once the store is open this information will be provided to the Chief.  With no further questions for the Board MSDV to close the public hearing.

Mr. Corman, at the behest of the Draper Reuse Committee, came before the Board to discuss 40R/40S and the benefits it could bring to the Town.  

Logan Huffman and Chad Boardman discussed with the Board the possibilities of the undeveloped land located in Harmony Estates.  They asked the Board what they would like to see happen with the property and how they could prepare the land before it is left to the Town.
