Board of Selectmen Minutes
June 4, 2007
Chm. Arcudi convened the meeting and moved into the agenda. Present: Louis Arcudi Chm., Michael Collins, Alan Ryan Selectmen; Eugene Phillips Town Coordinator, Lisa Pedroli, Thomas Dupuis, Sandra Biagetti, Matt Ruwe, Steve Guyon, Richmond Mann, Maura Mann, Linda Tuite, Carol Whyte, Joseph Sweet Road Commissioner, Jonathan Silverstein, Leonard Kopelman, Joe Fair and Joyce Frank of Kopelman and Paige; and Artie Maggiore videographer.
MSDV to approve regular and executive session minutes for May 21, 2007.
The Selectmen signed a liquor license recently approved by the ABCC for the Hanger Restaurant. The license was required because of a change of Manager at the establishment. The term of the license continues to expire on November 15, 2007 due to non compliance with new sprinkler regulations.
Selectmen re-singed a proclamation for Debra Kita. It will be hung in the wing of Memorial School recently named in her honor.
The Selectmen briefly discussed correspondence received from the Town of Walpole regarding 40B projects. They would like the Town Coordinator draft a letter of support on this matter.
The Board noted the Town Clerk has posted new summer hours: Monday 9:00-12:00, 12:30-4:00 and 5:00 -7:00pm, Tuesday through Thursday 9:00 to 12:00 and 12:30 to 4:00 Tuesday, Wednesday and Thursday and the office will be closed on Fridays.
Chm. Arcudi announced the resignation of Michael Gonsalves from the Call Fire Dept. The Board thanks Mr. Gonsalves for his years of service to the Town.
The Law firm of Kopelman and Paige came before the Board as part of an interview process for the position of Town Counsel the board had previously requested. All board members indicated their general satisfaction with the firm, but felt it was their obligation periodically to determine the best value for the town in many fields. Joyce Frank and Leonard Kopelman reviewed some cases the Town has been involved in over the years. They are open to listening to all comments and concerns the Board may have.
MSDV to accept signage for Park Street - no parking or standing Monday thru Friday 8:30 to 9:30 11:00 to 1:00 and 2:00 to 3:00 as recommended by Hopedale Police Officer Gagnon.
MSDV to post the north side of Peace Street as a no parking zone.
The Selectmen will table the discussion of the surplus books from the school until the next meeting.
Neighbors of 96 Freedom Street came before the Board regarding their concerns with the amount of people living in the home. Under the by-laws in the Town of Hopedale five or less people not of blood can live in a home legally. Mr. Jonathan Silverstein of Kopelman and Paige informed the residents that the owner is subject to a recent agreement reached between the Owner, Mr. David Meade and the Town of Hopedale. Failure to uphold the agreement would hence forth place Mr. Meade in contempt and subject him to further court action. As part of the agreement Mr. Meade must comply with all State building Codes.
Mr. Phillips informed the Board of a change that Blue Cross Blue Shield is recommending. Current language provides surgical coverage for the termination of pregnancy only to prevent the death of a mother. Blue Cross Blue Shield is recommending that rider be dropped and cover voluntary termination of pregnancy as an out patient surgical benefit. MSDV to accept this change.
The Selectmen signed the Annual Town Meeting Warrant.
