April 17, 2007


Chm. Ryan convened the meeting and moved into the agenda.  Present: Alan Ryan Chm., Michael Collins, Louis Arcudi Selectmen; Eugene Phillips Town Coordinator, Lisa Pedroli, Sgt. Giovanella, Officer Lima, Joe Sweet Road Commissioner, Joan Callahan and Ken of National Grid, Marco Lima, Officer Belben, Chief Garland and Artie Maggiore videographer.

MSDV to approve minutes from April 2, 2007 regular session.

Chm. Ryan signed the necessary paperwork for the Rt. 16 Light Automation and Pre-Emptive Device.

MSDV to appoint Marco Lima as a Reserve Police Officer.

Joan Callahan and Ken Finch of National Grid spoke to the Board regarding a procedure to help reduce the amount of outages that are tree related.  National Grid will be notifying residents in certain areas of town about trimming and removing trees in their area which should help reduce the amount of outages.  Trees that are hazardous will be marked and either trimmed or cut down (with the homeowner’s permission, if the tree is located on private property and with the coordination of the town’s tree warden if the tree is on town property.) Once the project is complete National Grid will offer a grant-matching program to purchase new ones.

A Public Hearing was held regarding a new pole placement on Hopedale Street.  Verizon will be removing an existing cable from a tree located on the Unitarian Church property and connecting to the new pole.  Rick Espanet of the Park Dept. had some concerns regarding a broken pole adjacent to the tennis courts on Dutcher Street and would like to see this pole replaced before Verizon begins to work on any other poles in town.  MSDV to accept new pole contingent upon fixing pole at Town Park.

MSDV to grant Hopedale Youth Baseball Association a parade permit for Sunday April 22, 2007 with a rain date of April 29, 2007.

MSDV to close the Annual Town Meeting Warrant.  It was decided to pass over all the money articles until the Town Meeting that will be held on June 19, 2007, and another warrant will be opened on May 7, 2007 and will close on May 21, 2007 for the Special Town Meeting that is scheduled to be held on the night of June 19, 2007.

The Superintendent, Patricia Ruane, along with members of the School Committee came before the Board to discuss the problems with the leaking cupola atop the High School.  Patricia Ruane presented the Board with a few options of either replacing the existing cupola or eliminating it altogether.  After much discussion, the consensus of both boards was that the existing cupola should be removed and the roof leaks repaired. The suggestion was that the roof be repaired in a manner consistent with the eventual replacement of the existing, historic cupola if private and/or historic funds can be raised for its restoration.


Carol Mullen from the Council on Aging and Chief Garland spoke to the Board regarding an update on the Hopedale Emergency Management Database.  They are looking to have a mailing go out to the public in the month of May for residents to list their needs for the Emergency Personal to have on file.  An outreach worker may be needed to review and input data into a data base which would be started before the end of the fiscal year.  Carol Mullen indicated to the Board that she would be using a Formula Grant to start the Outreach Program.
